California Launches $1 Billion Rebate Program to Boost Electric Semi Truck Adoption
Electric passenger cars often grab the headlines, but commercial trucks play an even bigger role in transportation emissions. A single heavy duty truck can cover far more miles than the average personal vehicle, which means reducing emissions from trucking could have a major impact.
California is now taking another step toward cleaner transportation with a new $1 billion incentive program designed to encourage the purchase of electric commercial trucks.
California Announces New Electric Truck Rebate Program
On May 13, the California Air Resources Board (CARB) announced the California Clean Fuel Rewards program, a new incentive initiative focused on medium duty and heavy duty electric vehicles.
The program officially launches on June 26 and will provide rebates ranging from $7,500 to $120,000 for qualifying battery electric commercial vehicles.
Unlike many traditional rebate programs, eligible buyers will receive the discount directly at the point of sale. That means fleet operators will not have to complete a separate rebate application after purchasing a vehicle.
According to CARB, rebate amounts increase based on vehicle size and classification.

- Battery electric motorcycles
There is also a restriction on the lowest rebate tier. The $7,500 incentive available for Class 2B vehicles, including some pickup trucks, can only be claimed by public fleets.
Why California Is Offering These Incentives
California has long used incentives to accelerate electric vehicle adoption. This latest program applies a similar strategy to commercial transportation.
Fleet operators often face significantly higher upfront costs when purchasing electric trucks compared to diesel alternatives. By reducing those costs at the dealership, California hopes to make electric trucks more attractive for businesses.
Research has shown that buyers generally prefer incentives that are applied immediately during purchase rather than waiting for reimbursement later. CARB appears to be using the same approach that helped support electric vehicle adoption in the passenger car market.
The state is currently enrolling dealerships so they can offer the rebates when the program begins.
How the Program Is Funded
The California Clean Fuel Rewards program is funded through revenue generated by California’s Low Carbon Fuel Standard.
The Low Carbon Fuel Standard was established in 2009 and focuses on reducing the overall lifecycle emissions of transportation fuels. This includes emissions created during fuel production, transportation, and use.
Under the system, companies that fail to meet emissions targets must purchase credits to offset the difference. Revenue from those credits helps fund clean transportation initiatives such as electric vehicle incentives.
CARB expects approximately $250 million to be available for rebates during 2026. The agency estimates total funding could reach $1 billion by 2030.
California's Larger Zero Emission Truck Goal
The new rebate initiative joins the state’s existing Clean Truck and Bus Voucher Incentive Project.
According to California officials, that program has already provided roughly $1 billion in funding for more than 11,600 clean commercial vehicles across approximately 2,000 fleets. Those vehicles include both battery electric and hydrogen powered models.
Both programs support California’s long term transportation goals.
In 2020, the state announced a target of achieving 100 percent zero emission truck sales by 2045.
Progress has started, but the road ahead remains long.
CARB reports that zero emission vehicles accounted for 23 percent of medium duty and heavy duty truck sales in California during 2024. That figure was more than double the state’s original target, showing growing interest in cleaner commercial transportation.
Still, moving an entire trucking industry away from diesel power will require continued investment in vehicles, charging infrastructure, and fleet support programs.
Will Electric Semi Trucks Finally Take Off?
Electric semi trucks have shown promise in recent years, with manufacturers introducing battery powered models for freight, delivery, and regional transportation routes.
However, high purchase prices remain one of the biggest barriers to widespread adoption.
California’s new rebate program directly targets that challenge by lowering upfront costs for fleet operators. For large fleets purchasing multiple vehicles, incentives worth tens of thousands of dollars per truck could make a meaningful difference in purchasing decisions.
Whether electric semis become mainstream nationwide remains uncertain, but California is clearly betting that stronger financial incentives can help accelerate the transition.
